1) I think the author decided to use characters such as the cat, pig, and mice to describe different people. The mouse is usually chasen by the cat and during the holocaust Jews lived hidding from the Nazis. Which in this point the mice were the Jews and the cats were the Nazis.

2) I think the author decided to make his book in a comic book format to help the readers vizualize whats going on through out the book.
